Commenting on the move, the Director of Vehicles Licensing at the Licensing Agency Mohammed Abdul Kareem Nimaat, said: “This step complements RTA’s initiative aimed at enhancing the road safety of heavy vehicles. The procedure will be kicked off by licensing trailers transporting hazardous materials as they are the most vulnerable & high risk vehicles on roads.

“The Vehicles Licensing Dep’t will carry out a gradual registration process; which requires completing the registering of trailers by the end of the third quarter of this year. Registration of highly specialized trailers is set to be completed by the first quarter of next year,” he added.

Nimaat called on all owners of trailers to comply with the registration of their trailers within the announced timetable through one of the approved centers for offering licensing services of heavy vehicles.

“The time chart set for registering trailers aim at streamlining the technical testing process, and the process will be started by registering trailers used for transporting hazardous materials and fuel as early as this month. The process will end with the registration of refrigerated trailers, cement bulker trailers, low-bed trailers and others in March 2013.

“Under the current stage, the technical testing teams will focus on the functioning & condition of brakes, tires, lighting system, trailer body, side guards and the suspension system.

“This initiative comes as part and parcel of the strategic goals of the Licensing Agency; which are concerned with the safety & road worthiness of vehicles. It also comes under the context of adopting the best global practices & standards applicable in the field of roads traffic safety,” added Nimaat.

The Director of Vehicles Licensing stressed that registration of trailers would require the issuance of prior insurance certificates to ensure the safety of road users as well as the public & private properties; which are liable to risks by such trailers.

Social media campaign invites participants to nominate their favourite outlets for consideration

بعدها قام الوفد بالاطلاع على عروض تفصيلية لأفضل ممارسات بلدية دبي في مختلف المجالات المتعلقة بالعمل البلدي، وفي البداية قدم خالد بدري مدير إدارة التسويق المؤسسي والعلاقات عرضا تحدث خلاله عن مهام إدارة التسويق والهيكل التنظيمي لها بالإضافة إلى دور الإدارة في مجال التسويق وإطلاق المبادرات المجتمعية وإبراز الصورة المؤسسية للدائرة.

وقام بعد ذلك المهندس فهد العوضي من إدارة الصرف الصحي بتقديم نبذة عن مهام الإدارة والهيكل التنظيمي ومشروعات البلدية في أحد أهم مجالات البنية التحتية.

وقدم المهندس أسامة الصافي رئيس قسم التشريعات والإحصاءات التخطيطية بإدارة التخطيط نبذة عن مهام إدارة التخطيط ودورها في التخطيط للمدينة ومهام الأقسام الإدارة والمخطط الهيكلي لإمارة دبي وتقسيم المناطق بإمارة دبي.

وتحدث المهندس ناجي الرضي من إدارة النفايات عن مهام إدارة النفايات وهيكلها جهود البلدية في عملية إدارة نفايات المدينة وطرق التخلص من النفايات وجهود البلدية في مجال تدوير النفايات.

وقدمت المهندسة حنان العرادي من إدارة المشاريع عرضا عن جهود البلدية في التنفيذ والإشراف على المشروعات العامة واستعرضت الهيكل التنظيمي ومهام الأقسام التابعة للإدارة و أبرز المشروعات التي تنفذها بلدية دبي في مختلف المجالات التي تلبي من خلالها احتياجات المجتمع.

كما تم إطلاع الوفد على أفضل الممارسات المطبقة في مجال الصحة العامة ومجال المباني حيث تم إطلاعهم على دور إدارة المباني ببلدية دبي في إصدار الاشتراطات والمواصفات المتنوعة فيما يتعلق بالبناء، إلى جانب مسيرة البلدية في مجال المباني الخضراء، ومراكز البلدية وأفضل الممارسات المطبقة في هذا المجال والموظف الحكومي الشامل إلى جانب الخدمات المتنوعة التي تقدمها الإدارة في هذا المجال، وتم إطلاع الوفد على جهود إدارة علاقات المتعاملين في مجال تحقيق التواصل مع متعاملين البلدية والدراسات التي قامت بها البلدية في قياس رضا المتعاملين وغيرها من المهام التي تقوم بها الإدارة

وقد افتتح الجلسة الدكتور قسم السيد ممثل هيئة التفتيش لدول مجلس التعاون الخليجية تحدث خلالها عن اللوائح والنظم والمقاييس التي يتم إصدارها من الهيئة بخصوص المواصفات الخليجية والعمل على تأمين السلامة الغذائية في هذه المواصفات، كما تحدث الدكتور إبراهيم المهيزع ممثل الهيئة السعودية للغذاء والدواء والذي تحدث بأن دول المجلس تعتمد بصورة أساسية على الأغذية المستوردة، وأشار إلى أن هذا يعتبر من أهم التحديات التي تواجه هذه الدول، كما تحدث عن ممارسات الهيئة بخصوص تلك المواد الغذائية، وأبان أن عملية الرقابة على الدواء تتم تحت سقف واحد مع الغذاء.

بعد ذلك تحدثت الدكتورة وسن من قطر عن أن أهم محاور الصحة التي تتلخص في رقابة الأغذية، قطاع المختبرات، وصحة البيئة، كما ذكرت أن هناك اتجاه لضم جميع الأجهزة الرقابية في هيئة رقابية موحدة داخل دولة قطر.

ومن جهته تحدث خالد شريف العوضي عن سلامة الأغذية داخل إمارة دبي بصفة خاصة ودولة الإمارات بصفة عامة، كما أوضحت الدكتورة مريم حارب من جهاز أبوظبي للرقابة الغذائية اهتمام الجهاز بالرقابة الغذائية بشقيها النباتي والحيواني.

بعد ذلك تحدث ممثل القطاع الخاص عزام علم الدين من شركة كرافت للأغذية مؤكدا ضرورة فتح باب الحوار والتنسيق من الجهات الرقابية مع القطاعات الخاصة كالشركات والمستهلكين على جميع النواحي العلمية البحثية والتجارية وإصدار القوانين والنظم، كما بين أن هناك ثغرات في القطاع الخاص للشركات المصدرة والمستوردة في تطبيق الاشتراطات الصحية التي تتضمن سلامة الأغذية.

وتساءل السيد عزام عن إشراك الجهات الخاصة في إصدار المواصفات والقوانين الخاصة بالأغذية حيث أبان أنه لاحظ ضعف مشاركة القطاع الخاص في المواصفة الخليجية.

كما أجاب ممثلو الجهات الرقابية عن التساؤل الخاص عن خطة تنسيق القوانين بين الإمارات المختلفة، حيث ذكر ممثلو الجهات الرقابية بالإمارات أن التنسيق في هذا الشأن يتم عبر اللجنة الوطنية لسلامة الأغذية والتي ترأسها وزارة البيئة والمياه، وأكد أعضاء حلقة النقاش على ضرورة أن يتم عكس أي مجهود محلي على مستوى إمارات الدولة.

ومن أبرز التحديات التي تم طرحها خلال النقاش كانت ضرورة مواكبة التشريعات المحلية للمواصفات والقوانين العالمية، هذا إضافة لضرورة تطوير المواصفات للارتقاء بالسلامة الغذائية والجودة، معاملة المستورد بنفس معاملة المنتج المحلي والكم الهائل من الأغذية التي ترد لدول المجلس من أكثر من 160 دولة.

ومن أبرز الحلول التي تم طرحها من المشاركين كانت تصنيف الأغذية حسب الخطورة والتدقيق بالمنشأ خاصة ذات المنشأ الحيواني، رصد مشاكل الغذاء العالمية من خلال الإنذار المبكر، تطوير المختبرات المحلية، تطوير الكوادر العاملة في مجال الرقابة الغذائية وإعداد آلية فعالة لنقل المعرفة العالمية وتطبيقها على المستوى المحلي ودول المجلس.

كما أضافت حلقة النقاش قضية مشاركة دول المجلس في اجتماعات الكودكس، حيث أشاروا إلى أن هناك ضرورة ملحة لأن تكون المشاركة في اللجان الفنية وذلك لطرح المشاكل التي تواجه دول المجلس من منطلق خصوصيتها فيما يتعلق بالعادات الغذائية واعتماد دول المجلس على الأرز كسلعة أساسية في الغذاء اليومي، كما أكد الحضور على مشكلة ترجمة العديد من مواصفات الكودكس للغة العربية وكيف حاولت دول المجلس بالتنسيق مع الدول العربية لاعتماد اللغة العربية بالكودكس.

وتناولت الحلقة أيضا دور المختبرات الخاصة في الرقابة الغذائية والتي أكد المشاركون فيها على ضرورة إدارة المختبرات عبر جهات حكومية، وأن تركز هذه المختبرات على الفحوصات التي تتم بالمصانع والمؤسسات، وأن يتم مراقبة الجودة في هذه المختبرات من قبل الجهات الحكومية ذات العلاقة، هذا مع ضرورة إنشاء وتطوير مختبرات حكومية مرجعية.

هذا وشهد اليوم الختامي العديد من أوراق العمل ومنها ورقة عمل عن رصد الأمراض المنقولة بالغذاء من وجهة نظر محلية ودولية تحت عنوان “نظام رصد وتقصي الأمراض المنقولة بالغذاء في دبي – آخر التطورات” قدمها كلا من الدكتورة فاطمة العطار رئيس مركز الخدمات الوقائية بهيئة الصحة بدبي، وآسيا الرئيسي رئيس قسم الدراسات والتخطيط الغذائي ببلدية دبي.

حيث نوهت رئيس قسم الدراسات والتخطيط الغذائية ببلدية دبي إلى الوضع السابق والحالي والمستقبلي لهذا النظام، كما شرحت آلية عمل فريق التقصي والرصد، وأبانت دور المجموعات التي يتشكل منها الفريق، هذا فضلاً عن تقديم شرح تفصيلي لإحدى الحالات العملية التي قام الفريق بالتقصي بها مطبقاً المهارات التي تعلمها وفق أفضل الممارسات المعمول بها في منظمة الصحة العالمية والمراكز الأمريكية لمراقبة الأمراض.

وقد شملت الإجراءات التي قام بها الفريق الطرق التي اتبعها في التقصي عبر عقد لقاءات مع المصابين، زيارة المؤسسة المتشبه في تسببها في التسمم الغذائي، والإجراءات التصحيحية التي اقترحها الفريق لتلك المؤسسة، إضافة للدروس المستفادة من هذه الحالة، مؤكدة على الخطوط العريضة لخارطة الطريق لمستقبل الرصد والتقصي، وأشارت في محاضرتها على ما ذكره السيد خالد شريف حول جهود البلدية في إعداد نظام موحد لتقصي ورصد الأمراض المنقولة عبر الغذاء على المستوى المحلي والإقليمي.

وفي طرحها أشارت الدكتور فاطمة العطار إلى أهمية البرنامج المشترك بين هيئة الصحة في دبي وبلدية دبي في تقصي الأمراض المنقولة عن طريق الغذاء والتحري الوبائي، فقد بدأ البرنامج في أكتوبر 2010، حيث تم تشكيل فريق عمل مشترك لوضع الخطط والاستراتيجيات وتوزيع المهام لتقصي الأمراض المنقولة عن طريق الغذاء ولتحري الوبائيات في إمارة دبي، بحيث تكمل كل هيئة عمل الأخرى في الحفاظ على صحة مجتمع دبي والتأكد والتحرك السريع، واتخاذ الإجراءات العلمية الصحيحة في حالة وجود وباء لأمراض منقولة عن طريق الغذاء خاصة حالات التسمم الغذائي.

وتقوم المؤسسات الصحية الخاصة والحكومية حال تشخيص أي حالة مرضية معدية أو أمراض منقولة عن طريق الغذاء إلى هيئة الصحة في دبي عن طريق نظام البلاغ الإلكتروني، ويقوم مركز الخدمات الوقائية بمتابعة البلاغ وتحليل المعلومات الواردة وعمل التحري المبدئي مع الطبيب الذي شخص الحالة، ومن ثم إبلاغ البلدية خلال أقل من 24 ساعة لاتخاذ الإجراءات التصحيحية اللازمة، ومن ثم إعداد تقرير كامل من الطرفين ووضع النتيجة والتوصيات لكل حالة.

كما شهد اليوم الختامي ورقة عمل عن التحليل المايكروبيولوجي تحت عنوان “الكشف والوقاية من بكتيريا اللستيريا مونوسايتوجينز في الأغذية” والتي قدمها حامد محمد إبراهيم من مختبر دبي المركزي ببلدية دبي تناول فيها التعريف بالبكتيريا ومصادرها في الطبيعة وانتقالها للأغذية، كما تم التعريف بمخاطرها والمرض الذي تسببه وكيفية تجنب الإصابة بها، خاصة وأنها تصيب الحوامل وتسبب الإجهاض، كما تؤثر على ناقصي المناعة والمرضى.

كما تعرض المحاضر إلى كيفية الكشف عنها، وموقف المواصفات في العالم والخليج عن بكتيريا اللستيريا مونوسايتوجينز، وتناول أشهر الوبائيات بالبكتيريا حول العالم خاصة الذي حدث في أمريكا في سبتمبر 2011 من فاكهة الشمام “البطيخ الأبيض”.

وتم على هامش المؤتمر، تقديم شهادة تقديرية من قبل الجمعية الدولية لحماية الأغذية لبلدية دبي متمثلة في إدارة الرقابة الغذائية وذلك على جهودها في تطوير السلامة الغذائية على المستوى الإقليمي والدولي، حيث أشادت رئيسة الجمعية بما تقوم به البلدية في مجال السلامة الغذائية.

The metro lines stretch 74.695 km

The Dubai Metro, comprising the Red & Green Lines combined, has entered the Guinness Book of World Records as the longest driverless metro network in the world spanning 74.695 kilometers. The achievement is a further addition to the achievement already made by the Dubai Metro Red Line in September 2011 in setting a Guinness World Record as the longest driverless metro line in the world extending 52 km.

His Excellency Mattar Al Tayer, Chairman of the Board and Executive Director of the Roads & Transport Authority (RTA), has recently received the Guinness Certificate from Talal Omar, Regional Director of Guinness Book of World Records in the Middle East, in the presence of Adnan Al Hammadi, CEO of Rail Agency, and several Directors of the RTA.

Al Tayer, dedicated the achievement to HH Sheikh Mohammed bin Rashid Al Maktoum, Vice-President & Prime Minister of the UAE and Ruler of Dubai, who is the driving force of the Dubai Metro project. “The implementation of the Dubai Metro project is a true testament to the vision of HH Sheikh Mohammed bin Rashid Al Maktoum in uplifting the infrastructure of Dubai Emirate. HH has been closely monitoring and directing all phases of the work progress in the project, and endorsed the suitable route from several alternatives presented. HH envisioned using the metro as a backbone linking various parts of Dubai city enabling commuters smooth mobility while enjoying a panoramic view of the city’s landmarks. Parts of the track have been selected to be underground and others elevated to support this vision and suit the urban layout of the Dubai city. From inception, HH directed to make the Dubai Metro the best in the world and therefore cutting-edge technology of rail industry has been endorsed including an air-conditioning system in stations & trains befitting the climatic conditions of Dubai urban districts. All trains are operated by an integrated electronic system enabling the exercising of enhanced control and setting trip timings in a highly accurate format. The metro stations feature a creative & distinctive architectural design pattern, and are been fitted with the latest safety & security techniques. Parking lots have been allocated for private vehicles & public buses in each station.

“The total length of the Green & Red Lines combined amount to 74.694 km of which 52 km are on the Red Line, and 22.694 km are on the Green Line. The metro has a total of 47 stations of which 29 stations are on the Red Line and 18 stations are on the Green Line. The two lines intersect twice; first at the Union Station which is the biggest underground metro station in the world spanning an area of 25,000 square meters, and second at Khalid bin Al Waleed Station; which is one of the most stunning metro stations in the world, thus enabling users smooth transfer between the two lines through these two stations,” said Al Tayer in a concluding remark.

For his part Talal Omar, Regional Director of Guinness Book of World Records in the Middle East, said: “The Certificate has been awarded to the Dubai Metro following a tour by a team from the Guinness Book of World Records on the Red and Green Lines of the Dubai Metro where measurements of the two lines have been taken.” He expressed his delight to have this global achievement registered in the name of Dubai Emirate to embellish Arab achievements records.

Talal was highly impressed by the Dubai Metro project and the fabulous design of the metro stations featuring different themes of water, air, fire, and earth as well as the iconic heritage-inspired designs. He also admired the functionality of the system citing the orderly & disciplined users of the metro as well as the rapid growth in the metro ridership which is continuously on the rise.

Dubai, UAE: The Dubai Chamber of Commerce and Industry called on UAE importers to seek innovative and long-term solutions to secure sources of food supply and to meet the challenges of food price rise caused by increase in commodities speculation, the perishable nature of food items and their impact on the UAE’s food security.
In its recent analysis on food security, Dubai Chamber presented a number of innovative solutions through which UAE investors could build lasting relationships in key food producing countries. The solutions listed are the provision of jobs in the farming communities in investments in Asia and Africa. Secondly, contribution to health and education facilities in the areas around the farmland investment and thirdly, by helping in improving crop yield and productivity through the use of latest agricultural technology and efficient ways of managing crops in developing countries.

Elaborating further, the analysis points at the use of drip technology to improve efficiency of water usage as well as the use of better yielding varieties and mixing of crops to increase productivity of the land.

The report also states that investment in farm-to-port road infrastructure for larger land investments could reduce wastage in transport and the time it takes to transport perishable goods to ports in developing countries as logistics and time are important factors that contribute to securing the UAE’s food supply, it says.

Figure 1 (below) shows the historical price trends of some important food commodities. As shown in the figure, global food commodities witnessed a secular bull market (an era of generally rising prices) starting around the year 2000. According to an OECD policy brief (August 2008): Rising Agricultural Prices: Causes and Consequences, the increase in the food prices can be attributed to increase in speculation in commodities as investors look for real alternatives to volatile financial markets.

Another cause of the rise could be the long-term decrease in the value of the US dollar. Other possible causes could include lower crop yield in developing countries and the growth of developing economies with large populations fueling demand for more and better quality food. These long-term causes of food price increase could be expected to remain in place for the foreseeable future, with possibility of short and medium term corrections.

The growth in world food demand and supply overtime is shown in table 1 (below). The table shows gradual but consistent increase in global demand for key commodities. The increase in global demand together with the secular increase in the prices of important commodities has key implications for UAE importers of food. This implies that they must continue to look to secure sources of food supply to meet the UAE’s own increasing demand.

The Dubai Chamber analysis further states that while it is not known how much and for how long food commodity prices will continue to rise, under one scenario it is possible that the current secular bull market in soft commodities could continue for some years. Therefore, from a pricing perspective UAE investors in overseas farms should be aware of the price rise in agricultural land, fertilizer and water.

According to the analysis improved efficiency can mitigate some of the impact of these price increases on cost. Furthermore, UAE companies using imported food could mitigate the risk of an era of high and possibly rising prices by entering into long-term fixed-price supply contracts with their suppliers.

As figure 1 shows the upward cycle in commodity prices has been marked by large corrections, which could also create opportunities to lock into lower prices. This analysis therefore shows that current and future developments in the international food commodity market bring with it both risks and opportunities, which could be exploited by astute businesspeople.

The analysis explores the causes and possible future outlook regarding global food prices which have witnessed significant increases over the last decade as these rising price trends are relevant for the UAE to note since it imports much of its food requirements, therefore it’s important for the importers to seek secure sources of food supplies to meet the growing demand in the country.

It is worth noting that according to Trademap.org, the UAE imported about USD 462.14 million worth of meat and edible offal of poultry meat and about USD 1.25 billion edible fruits, nuts, peel of citrus fruits and melons in 2010.

تحت رعاية سمو الشيخ حمدان بن راشد آل مكتوم نائب حاكم دبي، وزير المالية، رئيس بلدية دبي تبدأ اليوم أعمال مؤتمر دبي العالمي السابع لسلامة الأغذية ومنتدى الشرق الأوسط الأول للجمعية الدولية لحماية الأغذية (IAFP) الذي يعقد في مركز دبي العالمي للمؤتمرات والمعارض خلال الفترة من 21 – 22 فبراير 2012 تحت شعار: “مستقبل سلامة الأغذية”.

وقال المهندس خالد محمد شريف مدير إدارة الرقابة الغذائية ورئيس اللجنة المنظمة إن بلدية دبي تعول على هذا المؤتمر والذي يستقطب أفضل خبراء السلامة الغذائية على مستوى العالم  الكثير فيما يتعلق في وضع الخطط والاستراتيجيات اللازمة لضمان سلامة هذه الكميات الكبيرة من الأغذية الواردة والمتداولة بإمارة دبي، ولا نذيعكم سراً إذا ما ذكرنا أن العديد من برامجنا الرقابية في هذا المجال كانت نتيجة لاطلاعنا على أفضل الممارسات التي تم عرضها خلال الدورات السابقة لهذا المؤتمر، ويأتي على رأس هذه البرامج نظام رصد وتقصي الأمراض المنقولة بواسطة الغذاء حيث أولته البلدية اهتماماً خاصاً حيث عكفت منذ حوالي عامين على تطوير هذا النظام بالتعاون الكامل مع هيئة الصحة بدبي، وبالتنسيق مع هيئة الصحة العالمية ومركز مراقبة الأمراض الأمريكي، وسيتم الإعلان في دورة هذا العام عن نتائج هذا النظام من حيث عدد المصابين وأنواع المسببات المرضية وغيرها من التفاصيل. وأحد البرامج الأخرى هو برنامج المشرف الصحي والذي يلزم المؤسسات الغذائية بتوظيف شخص مؤهل في مجال السلامة الغذائية ليكون حلقة الوصل بين البلدية والمؤسسة. وقد بدأت ثمار تطبيق هذا البرنامج تظهر من خلال تحسن الوضع الصحي بالمؤسسات الغذائية بالإمارة.

وسيكون شعار هذا العام “مستقبل السلامة الغذائية” وقد رأينا أن هذا هو أنسب شعار نظراً للتحديات التي ظهرت بالعالم مؤخراً والتي استدعت أن يكون لدى الجميع رؤية واضحة عما يجب فعله وذلك على ضوء التسمم الغذائي الجماعي والذي حدث في ألمانيا في الصيف الماضي والتي أظهرت ضرورة تكاتف كافة الدول والجهات لوضع استراتجيات وقائية للتنبؤ بالحالات الطارئة التي قد تحدث في المستقبل.

مضيفا: “تعتبر دورة هذا العام استثنائية لأنها تضم أول منتدى لسلامة الأغذية بالشرق الأوسط للجمعية الدولية لحماية الأغذية، وقد عقدنا شراكة استراتيجية مع هذه الجمعية من أجل ضمان سلامة الأغذية على مستوى العالم، ويعتبر مؤتمر دبي العالمي لسلامة الأغذية من أكبر وأهم الملتقيات الدولية في مجال السلامة الغذائية في منطقة الشرق الأوسط وذلك لأنه ظل يجذب طوال دوراته السابقة العديد من المعنيين بسلامة الأغذية من جهات رقابية وشركات تصنيع وتجارة الأغذية فضلاً عن الأكاديميين والباحثين والطلاب في مجالات السلامة الغذائية.

ومما لا شك فيه أن سلامة الأغذية قد أضحت محور الاهتمام في العام الماضي وذلك بسبب التسمم الجماعي في ألمانيا والذي سببته باكتيريا الإيشيريشيا كولاي، وبالرغم من الجهود التي تبذلها الجهات الرقابية للتعامل مع التحديات القائمة في مجال سلامة الأغذية، إلا أن هذه التحديات تتزايد يوماً بعد يوم، استوجبت هذه التحديات أن يتعامل المعنيون مع هذا الوضع عبر أفضل السبل وأحدث الطرق العلمية وأن يتبادلوا المعرفة للوصول لحلول ناجعة لهذه المشاكل. وقد جاء شعار دورة 2012 “مستقبل سلامة الأغذية” حيث تم الإعداد للعديد من البرامج والفعاليات والتي ستعطي المشاركين آخر مستجدات سلامة الأغذية لاستشراف مستقبل مشرق يضمن غذاء سليم وذو جودة عالية.

وقد أعدت اللجنة العلمية برئاسة السيدة أمينة أحمد محمد باقة ممتازة من البرامج التي تم تصميمها بعناية ليستفيد المشاركون من الخبرات العلمية الثرة فضلاً عن إعطاءهم الفرصة للتعارف فيما بينهم لتبادل الخبرات وأفضل الممارسات. ويشمل البرنامج الذي سيستمر ليومين أكثر من 50 محاضرة في مختلف مجالات سلامة الأغذية، وقد كان متوسط عدد الحضور في الدورات السابقة أكثر من ألف مشارك يمثلون حوالي أربعين دولة، حيث يتوقع أن يزيد عدد المشاركين هذا العام عن هذا المعدل.

ونفخر بمشاركة أفضل الجهات والمنظمات الدولية والإقليمية والمحلية في تظاهرة هذا العام، إذ سيمثل الحضور منظمة الصحة العالمية، مراكز مراقبة الأمراض الأمريكية، مركز حماية المستهلك الأمريكي، المعهد الدولي لعلوم الحياة، الهيئة الخليجية للتقييس، الهيئة السعودية للغذاء والدواء، مجلس صادرات الأغذية، وزارة البيئة والمياه، هيئة دبي للصحة، جهاز أبو ظبي للرقابة الغذائية، بلدية الشارقة، جامعة الإمارات وغيرها من الجهات الدولية والإقليمية والمحلية. وحري بنا أن نذكر أن العلاقات القوية والتي توثقت بين الجهات المحلية والدولية من خلال الدورات السابقة قد ساهمت بشكل فعال في الوصول إلى فهم مشترك لتحديات السلامة الغذائية وسبل التصدي لها.

ولقد أعددنا باقة ممتازة من البرامج والفعاليات في دورة هذا العام لمؤتمر دبي السابع لسلامة الأغذية والذي سيعقد بالتزامن مع معرض الخليج للأغذية وذلك في الفترة ما بين 21 – 22 فبراير 2012، وسيعقب المؤتمر مجموعة من ورش العمل وذلك يوم 23 فبراير 2012.

وقد تم إعداد برامج وفعاليات هذه الدورة بالتنسيق والتعاون مع الجمعية الدولية لحماية الأغذية والتي تتخذ من الولايات المتحدة مقراً لها والتي تم تأسيسها قبل أكثر من مائة عام حيث ظلت طوال هذه السنوات تقدم أفضل المؤتمرات العلمية في مجال سلامة الأغذية، وقد قدمنا الدعوة لأفضل المختصين والذين يمثلون كل قطاعات السلامة الغذائية وذلك لإثراء دورة هذا العام بخبراتهم المتراكمة والتي نأمل أن يستفيد منها كل المشاركون.

وأهم حدث في هذه الدورة هو حلقة النقاش التي ستضم ممثلين عن الجهات الرقاببية بدولة الإمارات ودول مجلس التعاون وشركات تصنيع وتجارة الأغذية وذلك من أجل الوصول لحلول للتحديات التي تواجه سلامة المنتجات الغذائية، كما ستعرض بالمؤتمر العديد أوراق العمل والمحاضرات، 7 ندوات، 2 ندوتين تقنيتين، 4 ورش عمل، وأكثر من 40 بوستر علمي، وأكثر من 50 محاضرة وورقة عمل يقدمها أفضل الخبراء من حوالي 15 دولة، كما أن كل المحاضرات والندوات ستضم متحدثين وخبراء دوليين ومحليين، ولدينا متحدثين من إدارة الرقابة الغذائية ومختبر الأغذية والبيئة ببلدية دبي، وهيئة الصحة بدبي، وجهاز أبو ظبي للرقابة الغذائية، وهيئة الصحة بأبوظبي، وجامعة الشارقة، بالإضافة للعديد من البوسترات العلمية من جامعة الإمارات العربية المتحدة.

وسيكون هناك خبراء ومختصين من منظمة الصحة العالمية، مراكز مراقبة الأمراض الأمريكية، مركز حماية المستهلك الأمريكي، المعهد الدولي لعلوم الحياة.

وستشمل مواضيع المؤتمر التحديات المستقبلية لسلامة الأغذية من منظور محلي ودولي، مفهوم التدقيق والتفتيش في سلامة الأغذية، رصد وتقصي الأمراض المنقولة عبر الغذاء، الاختبارات الميكروبية، سلامة المنتجات الحيوانية مثل منتجات الألبان واللحوم، دور سلسلة التخزين والحفظ المبرد في سلامة الأغذية والبطاقة الغذائية وتوعية المستهلك. كما تقدم البوسترات العلمية فرصة كبيرة لعرض مشاريع البحث الصغيرة من الباحثين والطلاب.

وفد من النمسا يزور بلدية دبي

رحب سعادة المهندس حسين ناصر لوتاه مدير عام بلدية دبي في مكتبه يوم أمس بوفد النمسا الزائر، برئاسة معالي نيكولاس برلاكويتش الوزير الاتحادي للزراعة والغابات والبيئة والمياه في جمهورية النمسا، وسعادة الدكتور جوليوس لوريتتش سفير النمسا في دولة الإمارات العربية المتحدة.

ويأتي هذا اللقاء في إطار تعزيز العلاقات المشتركة بين البلدين، وبحث سبل التعاون والتنسيق بين بلدية دبي والنمسا وذلك في مختلف المجالات ذات العلاقة.

 وفي البداية رحب لوتاه بالوفد وأكد على أهمية التواصل والتعاون بين المدن في مجال تبادل الخبرات والاستفادة من التجارب وأفضل الممارسات في شتى المجالات وذلك في سبيل تحقيق المصلحة المشتركة، وقدم لرئيس الوفد نبذة عن مدينة دبي وانجازاتها، ودور بلدية دبي في تلبية وتقديم الخدمات للمجتمع ودورها في الحفاظ على نظافة المدينة والحفاظ على البيئة والمشاريع الخدمية وغيرها من الأمور التي تلبي حاجات المجتمع، وحرصها على رقي ورفعة الخدمات التي تقدمها البلدية للمجتمع المحلي حتى تواكب التطورات المستقبلية التي تخطط لها المدينة.

وأشاد رئيس الوفد بجمال مدينة دبي وسعيها إلى توفير كافة الخدمات الراقية للمجتمع، وأكد على ضرورة التواصل والتعاون بين بلدية دبي ومدن النمسا في مختلف المجالات بجهود البلدية في استحداث الخدمات الإلكترونية المتطورة، واتباع أفضل الأساليب والممارسات لخدمة جمهور المتعاملين، كما قدم لوتاه لرئيس الوفد النمساوي درعا تذكارية.

Gargash Enterprises has pledged support to HH Shaikh Mohammed’s ‘UAE Strategy for Green Development’ campaign  with the introduction of the first new commercial vehicle in the UAE running on biodiesel to reduce carbon emissions. It will serve as a shuttle bus service, transporting service customers from the Gargash Enterprises workshop in Al Qouz to various locations across Dubai.

Following the introduction of the Vito Shuttle Bus, Gargash Enterprises has plans to adapt its internal fleet of 11 commercial vehicles to biodiesel within the next few weeks, which primarily consist of staff transportation crew buses and recovery trucks.

“Going Green is a collective effort and responsibility and with His Highness propelling the cause we at Gargash Enterprises are very confident and pleased about being a part of this critical campaign. We are working towards reducing carbon footprints and conserving natural resources while encouraging and inculcating the same values in our employees too. Gargash Enterprises is proud to be following our leader’s footsteps and will continue to pledge our support to this drive,” said Mr. Abdul Jabbar Gargash, Executive Director, Gargash Enterprises.

Biodiesel is a clean burning, sustainable alternative fuel produced from domestic renewable resources. The biodiesel Gargash Enterprises will be using is converted in Dubai from local used cooking oil which would otherwise be a waste product. Diesel engines do not need to be adapted. The transition from fossil diesel to biodiesel is painless.

A dedicated focus on reducing carbon leads to reducing operating costs and improvements in the efficiency of asset utilisation. These benefits can have a significant positive effect on the bottom line. In making this transition to biodiesel for its internal fleet, Gargash Enterprises will maintain its commercial viability while becoming increasingly environmentally viable.

In addition to being tightly aligned with the ethical, environmental and economic values which form the core of corporate sustainability strategies, biodiesel has a great many advantages over fossil fuels.

EXTENDED ENGINE LIFE

Enhanced lubricity

Biodiesel has excellent lubricating properties which help prevent premature engine wear and failure. The use of fuel with low lubricity increases the rates of wear due to metal-to-metal contact in these components, whereas high lubricity biodiesel reduces wear and thus prolongs engine life.

Engine cleaning

Biodiesel acts as a cleaning detergent in fuel systems, removing sludge deposits over time, thus improving efficiency and reducing maintenance costs.

REDUCED EMISSIONS

Reduced smog-forming potential

The ozone forming potential of biodiesel combustion is approximately 50% less than that of fossil diesel (US Environmental Protection Agency). In cities where smog is a growing problem, this characteristic is directly beneficial.

Elimination of sulfur emissions

Compared to fossil diesel, biodiesel exhaust emissions of sulfur oxides and sulfates are virtually non-existent. These compounds are principal contributors to the formation of acid rain.

Reduction of CO₂ emissions

The “well-to-wheel” lifecycle analysis of used cooking oil-to-biodiesel typically shows that the amount of CO₂ (and equivalents) emitted is reduced by nearly 80% compared to fossil diesel. The rollout of biodiesel thus represents a significant opportunity to reduce transport carbon footprints.

Other pollutants reduced

Biodiesel use has been found to substantially reduce levels of unburnt hydrocarbons, carbon monoxide and soot (particulates) in exhaust emissions.

IMPROVED HEALTH AND SAFETY

High flashpoint (160^oC)

Biodiesel has a higher flashpoint than fossil diesel and is thus safer to store and poses less of a fire risk in the event of accidents.

Completely non-toxic

Biodiesel is non-toxic so exposure to it poses very little risk to staff and the environment.
